The commissioner's office returned right-hander Brian Schlitter to the Cubs from the Phillies because of a past elbow injury.

The move effectively voids waiver claims made by the Yankees and Phillies during the offseason. The Phillies placed the 25-year-old right-hander on the disabled list with a right forearm strain prior to the start of the season.
