NEW YORK (AP) — The number of major leaguers allowed to use otherwise-banned drugs to treat Attention Deficit Hyperactivity Disorder dropped to the lowest level since the sport started issuing annual reports in 2008.The results come in a report issued Monday by Thomas Martin, the Independent Program Administrator for the drug program of Major League Baseball and the players' association.There were 91 therapeutic use exemptions for HDHD drugs in the year ending with the 2019 World Series. That was down from the previous lows, 101 last year, and 103 in 2017. Exemptions for hyperactivity disorder had ranged from 105-119 annually from 2008-16, prompting some to criticize their issuance as too lenient.Drugs prescribed to treat HDHD often contain amphetamine and methylphenidate, stimulants on baseball's banned list.The overwhelming therapeutic exemptions in MLB are for ADHD. CLEVELAND (AP) — The Kansas City Royals have reinstated Eric Skoglund after the left-hander served an 80-game suspension for performance-enhancing drug use.Skoglund was optioned to Triple-A Omaha on Wednesday.The 26-year-old was suspended in January after his positive drug test. Skoglund was 1-6 with a 5.14 ERA in 14 games with the Royals last season.Right-hander Brad Boxberger was designated for assignment. He went 1-3 with a 5.40 ERA and one save in 29 appearances.Left-hander Tim Hill was recalled from Omaha for the third time season. NEW YORK (AP) — Retired catcher Mike Marjama has been suspended for 80 games following a positive steroids test.Major League Baseball said Thursday that Marjama had applied for reinstatement from the voluntary retired list and was suspended for a positive test for the banned performance-enhancing substance Oxandrolone.The 29-year-old Marjama has played 15 major league games for Seattle over the 2017 and '18 seasons. He had been with Triple-A Tacoma of the Pacific Coast League on an optional assignment when he retired last June.MLB said Thursday that Commissioner Rob Manfred will rule on Marjama's application for reinstatement after the suspension.Marjama became the fifth player suspended this year under the major league program after Boston pitcher Steven Wright, Kansas City pitcher Eric Skoglund, Houston pitcher Francis Martes and San Francisco pitcher Logan Webb. He says he is "heartbroken" over the situation and apologized to his family, friends and the Giants.Webb is considered one of the Giants' top prospects. NEW YORK (AP) — Injured Houston Astros pitcher Francis Martes has been suspended for 80 games following a positive test for the banned performance-enhancing drug Clomiphene.The anti-estrogen substance is used in fertility treatments and is employed by men to accelerate testosterone production. It is taken along with steroids to inhibit estrogen problems.Houston says in a statement "we hope that Francis can learn from this experience and that he returns to have a successful career."A 23-year-old right-hander, Martes was considered the Astros' top prospect entering 2017 and made his major league debut that June. He was 5-2 with a 5.80 ERA in four starts and 28 relief appearances for the Astros, striking out 69 and walking 31 in 54 1/3 innings.He made four starts last April for Triple-A Fresno, hurt his elbow, and made a one-inning injury rehabilitation appearance for the Gulf Coast Astros on Aug. 2.
